John Greeley, the NPP Coordinator, began the meeting with a brief overview of the evening’s agenda which was an official kickoff of Phase III of the project’s schedule and that while this Phase encompasses site work, blasting, building foundations and building construction, the focus of the meeting would be the initial site work and blasting.
John Greeley continued with a brief update on the current construction activities. He stated that there has been some isolated rodent activity on site and he and Mark Theriault responded to a concern from a resident regarding rodent control in the future by stating that Waltham Services would continue to monitor the site and that we would modify the plan as necessary as blasting and site work got underway. John stated that the Main Hospital Building had been successfully demolished, with only a limited amount of debris and the building foundations still needing to be removed. John went on to state that the Project was anticipating a demolition permit for the Nurse’s Building soon with demolition commencing before the end of February and lasting approximately 4 weeks.
John then stated that the Project’s three ongoing environment monitors (dust, geo-technical and noise) would be submitted to the Town of Arlington. There were several questions regarding the vibration event experienced by some neighbors on January 22nd. John stated that there was no significant event noticed in an initial review of the data – but that the monthly report would be forthcoming. John also introduced Chris Erickson from McPhail Associates who provided a general overview of construction vibration and the geotechnical monitoring program.
John turned the meeting over to Mark Theriault, Director of Construction for an overview of the ongoing demolition and upcoming construction activities. Mark continued by introducing JPI Construction’s site work contractor C.J. Mabardy from Cambridge. He described C.J. Mabardy as a local company, with a wide range of experience with small and large-scale projects. Mark then explained the sequence of site work in more detail. The asphalt would be removed by either a reclaiming (pulverizing) method, or just scraped up and stockpiled. Mark discussed that there would be a crusher onsite and that JPI would work with Mabardy to site the crusher as sensitively as practical, but in accordance with the NPP it would not be placed within 100’ of the lot line. There was a question regarding how loud the crusher is vs. the drilling and blasting vs. the equipment used in the demolition.
Mark stated that in order to better understand the exact limits of blasting necessary on site, that we would be drilling test borings in two locations in next two – three weeks. Mark reiterated that these activities would occur within the work hours stated in the NPP – 7AM to 4PM.
David Saunders of Saunders Drilling and Blasting was introduced as the project’s blasting subcontractor. Mark Theriault discussed the Massachusetts Laws that govern blasting and the requirement to perform pre-blasting surveys on any structure located within 250’ of a blast. A preliminary plan was distributed with the homes that we currently anticipate having surveyed prior to blasting. Mark explained the need to probe the rock in order to better understand the limits for blasting necessary. The plan included a number of additional homes that may need to be surveyed. There was a concern raised regarding blasting and the Keyspan gas lines on and adjacent to the site. Mark Theriault and Dave Saunders responded that standard precautions in the blast plan, the Arlington Fire detail and manner in which the private gas lines are installed, that there are no issues anticipated. David Saunders answered some general questions about the blasting procedures, etc. A resident asked if Saunders would be adding the abutters as additionally insured on his insurance. David Saunders explained the Blasting Claim procedure and as it is not industry practice to add abutters to his insurance, he is not prepared to do that on this project. Another resident questioned whether or not the Wolsey Associates pre-demolition surveys would carry any weight for abutters who are not being surveyed. David Saunders responded that Wolsey is a well known and credible firm whose surveys would represent a piece of the protection offered to those who homeowners.
A member of the audience asked about the residents that wanted their properties to be surveyed who live outside the 250’ radius. Mark Theriault stated that unlike the pre-demolition surveys, the Project would not be coordinating additional pre-blast surveys, but that a number of professional firms are available in the market place.
The meeting was concluded with the understanding that there would be another public meeting sometime in April to discuss the project and the ongoing Phase III construction activities.
